Two types of spending have transformed state Supreme Court elections in the last decade.
Candidate fundraising more than doubled, from $85.4 million nationally in 1989-98 to $200.4 million in 1999-2008, as Supreme Court candidates were thrust into a financial arms race.
Independent TV campaigns, waged by special interest groups and party organizations outside of the candidates' control, often have outspent the candidates on the ballot.
